Published on IEEE Xplore: how small education institutes manage their teachers

We are proud to share that the research paper of our student Lonh Piseth has been officially published in the 2025 IEEE TEMSCON-ASPAC proceedings on 13 May 2026. The study, “HRM Practices in Small-sized Institutes within the Education Industry: Evidence from Qualitative Case Studies,” is now available worldwide on IEEE Xplore — and it is the third and final paper from this student group to reach publication.

Congratulations

Three papers, one student group, all published

Lonh Piseth, a student of the Department of Automation & Supply Chain Systems Engineering, presented this work at the 4th IEEE Technology and Engineering Management Society Conference: Asia-Pacific (TEMSCON-ASPAC 2025), held from 14 to 16 September 2025 in Bangkok, Thailand.

The paper was presented as Paper 136 in Session 10, Track 4 — Entrepreneurship, Business Models and SocioEconomic Impacts, and the full text has since been indexed on IEEE Xplore. With this publication, all three research papers produced by this student group have now reached publication — a milestone for the department as much as for the authors.

Huge congratulations to Lonh Piseth and to every co-author — Sim Duongchan Boremey, Chheng Sovannarith, Seng Vannak and Tieng Kimseng — for all their hard work.

About the Study

How small institutes hire, train and keep their teachers

Human Resource Management shapes how any organisation develops, yet small educational institutions rarely have a formal HRM function. In December 2024 the study interviewed the top management of three private educational institutes — STEAM Tuition Centre, Chhouk Meas Centre and Millennium School — at their own offices, in sessions of 90 to 180 minutes, then compared the practices each institute actually uses.

01
Recruitment & selection
All three institutes lean on teacher-to-teacher referral as their primary way of finding new teaching staff, rather than on open advertising.
02
Training & development
On-the-job training is the key practice, used to build staff capability in classroom management and in teaching methods.
03
Retention & compensation
Staff appreciation is organised around a year-end party, seniority payments and benefits awarded on KPI performance.
Key takeaway

Small institutes should (1) recognise the common framework of Recruitment & Selection, Training & Development and Retention & Compensation; (2) adopt at least teacher-to-teacher referral for hiring, on-the-job training for development, and a year-end party with KPI-based bonus sharing for retention; and (3) design more innovative HRM practices, so that candidates can be drawn from a wider and more competitive pool.
